Licensed Electrician Certification (Fiscal Control Office)

 

  1. What does it include?

The Licensed Electrician Certification (Fiscal Control Office) is a document that certifies all electrical facilities for Safety and for aligning with the regulatory principles.

Important information

The following concepts have different titles but are essentially the same document.
Electrician Certificate = PPC (Public Power Corporation) Plan = Responsible Declaration of Electrician Installer

 

  1. Who Can Issue It?

  • Electrical Engineers

  • Mechanical Engineers

  • Electrical Installers, as long as that they hold the appropriate license to practice this specific certification.

The aforementioned professionals must also have specialized and calibrated measuring equipment.

 

  1. What’s included?

  • The Official Statement of the licensed electrical installer

  • The Monogrammed Blueprints of the installation with the electrical panels included

  • The recorded data IEI ( Former Report of Electrical Installations)

  • The Floor Plans of the Electrical Installation

  • The Electrical Installation Inspection Protocol in accordance to ELOT HD 60634 (or ELOT HD 384 or to the Regulation on Internal Electrical Installations already in place)

The ODR Optional Installation form, if required

The above must be found in copies at the headquarters of the company, submitted to the appropriate department of HEDNO and must be valid.

 

  1. Who are responsible to check the existence or validity of it?

  1. In case of inspection of your company by the appropriate Department of Labor Inspection, among other things you will be asked to present the PPC (Public Power Corporation) Plan according to the official plan at the time of issuance (current standard ELOT 60364).
    The PPC Plan needs to be valid and submitted to the appropriate division (HEDNO or the Unified Register of Electrical Installations that is planned to start working). Otherwise, an administrative fine is imposed!

  1. The PPC Plan is inspected and asked by the Electrical Energy Providers when starting a contract with the customer.

  1. HEDNO has the right to inspect as well as request its immediate renewal when found that the PPC is invalid.

 

  1. How long is it valid for?

The duration of the Responsible Declaration of Electrician Installer is defined by law and depends on the type and use of the building. Indoor Electrical Installations, depending on the space or spaces that operate, are divided into three main categories.

  • Category Α – Regular review period: 10 years

  • Category Β – Regular review period: 5 years

  • Category C – Regular review period: 2 years

 

Indicatively and not restrictively, below are listed certain activities and their corresponding time space between regular re-inspections:

  • For places with entertainment purposes, gathering up to 50 people, the maximum period before regular re-inspection and re-issuance is 5 years. (over 50 people the maximum period before regular re-inspection and re-issuance is 2 years)

  • For professional installations in the non-urban areas and on construction sites, the maximum period before regular re-inspection and re-issuance is 2 years.

  • Private & public buildings where transactions with the public are carried out, have a maximum period of 2 years before regular re-inspection and re-issuance.

  • Clinics - hospitals, temples for more than 50 people or schools, have a maximum period of 2 years before regular re-inspection and re-issuance.

  • Για πρατήρια υγρών καυσίμων το μέγιστο χρονικό διάστημα τακτικού επανελέγχου και επανέκδοσης είναι τα 2 χρόνια.

  • For petrol stations the maximum period before regular re-inspection and re-issuance is 2 years.

  • Για επαγγελματικούς χώρους όπως εμπορικά καταστήματα, καταστήματα τροφίμων, συνεργεία, βιομηχανίες-βιοτεχνίες κτλ. το μέγιστο χρονικό διάστημα τακτικού επανελέγχου και επανέκδοσης είναι τα 5 χρόνια. For professional spaces such as retail stores, grocery stores, repair shops, manufacturing- craftsmanship, etc. the maximum period of regular re-inspection and re-issuance is 5 years.

In addition to the regular re-inspection there is the first electrification control and the emergency/unexpected control.

 

  1. What happens with the Consumers of medium voltage?

According to the current legislation and the requirements of HEDNO, every electricity consumer who has a private Medium / Low Voltage substation 20 / 0.4 kV and is connected to the Medium Voltage network of HEDNO, should hire a PLC Electrical Engineer to be responsible for the proper operation of the electrical installation, by signing the "CONSUMER DECLARATION OF M.V. FOR THE APPOINTMENT OF A RESPONSIBLE ENGINEER FOR MAINTENANCE OF THE INSTALLATION TO ENSURE ITS OPERATION’’ and he should accept his duties by the ‘’DECLARATION OF ELECTRICAL ENGINEER FOR HIS APPOINTMENT AS A RESPONSIBLE ENGINEER FOR MAINTENANCE OF THE OPERATION OF THE INTERNAL ELECTRICAL INSTALLATION SUPPLIED BY THE MEDIUM VOLTAGE”.

This process is mandatory for consumers who are connected to the HEDNO Medium Voltage. The non-filing of these statements in the appropriate office of HEDNO SA implies on the one hand the immediate interruption of the electrical connection of the consumer, and on the other hand the applicable administrative sanctions are applied.

It's worth mentioning that the process described above for the appointment of a PLC electrical engineer to be responsible for the operation of the INTERNAL ELECTRICAL INSTALLATION (IEI) in case of connection of the consumer with Medium Voltage, does not release the latter from his obligation to compile PSO according to the ELOT Standards HD 384 and 60364.

The PSO is not submitted to HEDNO, but is issued as proof of inspection of the safe operation of the IEI and in particular of the division of the Consumer IEI that concerns the Low Voltage (230/400 V) and is displayed to the appropriate inspectory bodies (SEPE - Labor Inspection, Development Directorate etc) who will request it.
